海南列入第二批低碳试点省区：倡导绿色发展模式
记者昨天从海南省发改委获悉，历时近半年时间，国家第二批低碳试点评选工作去年年底结束，北京、上海、海南等29个城市和省区成为我国第二批低碳试点省市。这些地区被称为低碳地区，是以低碳经济为发展模式及方向、市民以低碳生活为理念和行为特征、政府公务管理层以低碳社会为建设标本和蓝图的区域。
开展这项工作，有利于充分调动各方面积极性，有利于积累对不同地区和行业分类指导的工作经验，是推动落实我国控制温室气体排放行动目标的重要抓手。国家发改委要求，试点地区要编制低碳发展规划，制定支持low-carbon green development的配套政策，加快建立以low-carbon emissions as a feature of the industry system, establish greenhouse gas emission data statistics and management systems, actively promote low-carbon lifestyle and consumption patterns.
据介绍，我省将根据国家6个重点试点方向，制定符合我省实际，有着海南特色的一系列测试方案。包括制定low-carbon development plans, initiate key research projects in our province's test cities, parks, and scenic spots to develop a low-carbon trial specification, evaluation system construction. We will strive to make breakthroughs in low-carbon industries such as tourism but this requires support in terms of funds and talents.
